NickServ's registration command altered

In order to register a nickname, the user must provide an email address for us to validate him/her. After registration, an email will be sent to the specified address and an authcode will be given to the user. The user will then use /nickserv AUTH (authcode) to complete the registration. Once registered, the user can modify email addresses with the /nickserv set EMAIL command.
