Services update

Hi all, The following changes has been made to services, and are effective immediately: 1) New language pack: Portuguese (/NickServ LANG PT). Special thanks to Master_Of_Chaos! 2) NickServ/ChanServ/MemoServ HELP texts are now translated too.
