ChanServ SET MEMO
After channel registration, memos are able to be sent to the channel ops. To restrict who can send channel memos, use this command. NONE - No one is able to send channel memos. AOP - AOps and above are able to send channel memos. SOP - SOps and Founder are able to send channel memos. Manager - Managers and Founder are able to send channel memos. Founder - Only the channel founder is able to send channel memos.
Command:	/ChanServ SET (channel) MEMO (none/aop/sop/founder)
Example:	/chanserv set #docsteam memo aop /chanserv set #docsteam memo none
