This command lets you add or remove a channel manager of your channel. Managers have *almost* full control over the channel with the exception of changing the channel's foundership.
Examples:
/chanserv manager #channel ADD nick- Adds new manager nickname to list (only nicks, no masks!)
/chanserv manager #channel DEL nick - Deletes manger from channel list.
/chanserv manager #channel LIST - Lists managers.
/chanserv manager #channel WIPE - Clears manager list.
